Mill Valley, CA (November 1, 2002): National ParcelMap Data Portal (NPDP) content provided by ActionMap Solutions (AMS) (http://www.actionmap.net) has improved the accuracy of hazard disclosure reporting. One company is using NPDP to produce natural hazard disclosure reports. Another application supports flood zone disclosure. In both cases, the parcel map boundary is the basis for determining proximity to hazardous conditions. By automating the process, human error has been eliminated. NPDP vastly improves throughput and eliminates reporting errors that plague traditional GIS location technology.

Current industry practice uses a buffered lat/long address point derived from the United States Postal Service (Zip code) Database. Due to address-range anomalies, these points are often not within the subject parcel, and worse, can be hundreds of feet away. To avoid this potential error, circular buffers are oversized. As a result, this practice causes:

  • Over-reporting: when the buffer intersects a hazardous area but the parcel’s boundary does not, resulting in unnecessary insurance policies/fees.
  • Under-reporting: when the circle fails to intersect but the parcel boundary does, resulting in potential, yet avoidable, litigation.

As shown below, NPDP eliminates all such errors since the parcel boundary is used to accurately determine intersection/proximity to other boundaries.
