Mill Valley, CA: Based on its long standing relationship with over 700 counties and other taxing agencies, BSI will present a paper at the URISA ’03 Conference (Atlanta, October 15 — www.urisa.org/annual.htm) entitled “Public Interest Advantages of Broad Private Sector Use of Digital Parcel Map Overlays.”

Showcased earlier at the prestigious California GIS 2003 Conference, this white paper presents a broad look at current public domain data sharing practice and policy. The advantages that flow to the public interest from unconstrained use of digital parcel map overlays are examined. These include:

  • Immediate elimination of insurance premium over and under reporting.
  • Immediate elimination of flood/natural/manmade hazard disclosure over and under reporting.
  • Attraction of highly capitalized major economic development projects.
  • Long-term improvement in the built environment.

Also included is a national survey of data accuracy, sharing policies and price points based on the hundreds of jurisdictions in the NPDP database.
