Mill Valley, CA:Boundary Solutions Inc. president Dennis Klein, AICP PE, presented a policy paper about digital parcel map data sharing on September 1, 2004 at the IAAO Annual Conference (www.iaao.org). Entitled “Potential of a Parcel-polygon Spatial Database to Increase Property and Sales Tax Revenues,” it explains how the enhanced positional quality of parcel boundaries (vs. address points) significantly increases local sales tax and property tax revenues in the following five ways:

  1. More accurate insurance ratings reduces premium price – savings spent on sales taxable purchases.
  2. Improved real estate operations make area more desirable, increasing property values/tax base.
  3. Improved utility operations reduce bills – savings spent locally on sales taxable purchases.
  4. Use of better quality data increases built environment quality raising property values/tax base.
  5. Attraction of additional out–of–town investment, because the jurisdiction can be “seen,” increases tax base.

Most everyone agrees that the added accuracy and productivity that results from broad use of digital parcel map data can "stimulate" the local economy. To see spreadsheet that explicitly demonstrates implications of broad use of digital parcel map data, click here.

The variables are sales tax rate, millage (property tax) rate and the total assessed value of all parcels within a jurisdiction. Sample increases range from up to $15 million per year for a modest jurisdiction such as Monterey County, CA to $145 million per year for a large one such as Dallas County, TX. Extrapolating, at a national level, this comes to around $17 billion after five years, all up for grabs by the data sponsors who cause it to happen.

These tax revenue increases occur over time. The values shown here are realized after five years. Sustained broad use of digital parcel data results in tax revenue increases beyond these levels.
