Mill Valley, CA: Boundary Solutions Inc., (BSI) to facilitate the “Digital Parcel Map Database Standards” panel at URISA2006, Vancouver September 26, 2006. URISA. Urban Regional Information Systems Association, requested that BSI repeat this important and well received panel BSI presented at CALGIS2006 (Download PowerPoint Presentation). As a result of this panel discussion, the California Geographic Information Association is proceeding to establish a standing Digital Parcel Map Data Standards Committee.
There is a healthy common culture emerging out of the operations of over 800 digital parcel map database sponsors nationwide. However, many newly created parcel GIS databases, and some old ones, currently use procedures so diverse they pose serious obstacles to the creation of seamless regional/state/national cadastres. This panel explores emerging interests in reducing these obstacles from a state, local and private sector perspective. Also discussed, is how this goal can be best met as a task within “GIS Commons,” including incentives for individual data sponsors to participate.

We need panel participants in these categories:
- County GIS Coordinator - How increasing data demand from the private sector can aid in resolving long standing spatial standards development gridlock.
- Assessor GIS Manager - How regional and statewide standards will improve, long term, appraisal productivity and accuracy.
- State GIS Manager - How common standards for expediting statewide seamless GIS data models benefit their operations along with incentives states can offer to get local data sponsors to comply.

Boundary Solutions Inc. assembled the most extensive database of parcel map data available from jurisdictions throughout the United States. A total of 38 million parcels are ready for download, of which 26 million are being loaded onto the NPDP GeoServer for address-specific online parcel map deployment. Terms and conditions for its acquisition, use and updates are in place for 90% of the nation's major metros; 80 million parcels. All content is normalized, regardless of source format, to a single national spatial configuration so that an application that works in Seattle also works in St. Pete. In September 2003, the US Patent Office published BSI's U.S. Patent Application #20030140064 for a National Online ParcelMap Data Portal (NPDP). This patent includes specifications for an online national parcel map data server and API that enables users to operate parcel GIS data model including rapid development of mission specific applications.
