NCARD to Examine Impact of Open Parcel Map Records on
Tax Base During the Burst and the Bubble

Mill Valley, CA: In 2009, as a run up to examining a BSI hunch that open record digital parcel map counties enjoy greater tax base growth than closed, BSI assembled metrics for near every USA county from 2001-2006: CBSA designation, license fee, total permits issued, population and the total assessed value of all parcels in each county for each year. The resulting National County Annual Report Database (NCARD), posted online for anyone to use, was used to examine the above premise. The process and results are described in the IAAO Fair & Equitable Magazine March Cover Story and summarized here. The findings were presented by BSI president, Dennis Klein at the February '09 National Geospatial Advisory Committee.

So far NCARD numbers communicate that property tax base growth rate curves for open and closed record counties grow apart, with open record counties enjoying on average, 27% more growth. These numbers describe this correlation during the bubble, now the same measurements are being added to Year 2007 so studying how things look during the burst can begin. BSI urges industry to download this NCARD speadsheet to study the bubble and in due time study the whole market meltdown.

BSI is the custodian of the National Parcel Map Data Portal (NPDP™). As of April 2009, a total of 74 million parcel boundary polygons from 620 jurisdictions are normalized and ready for download. Regardless of source format, all content is subjected to over 30 software driven modifications and metric recordings to assure universal internal consistency highly convenient geoserver loading. NPDP content is available as downloads from the NPDP FTP Site or on a transaction basis using ISC ParcelAtlas, r7 GeoRoom, Placebase Pushpin or ESRI ArcWebServices geoserver platforms. The USPTO awarded Boundary Solutions Inc. Patents 7,092,957 & 7,499,946, and 7,516,156 entitled “Computerized National Online Parcel-level Map Data Portal.” Claims include multi-state search to locate an address by displaying its corresponding digital parcel map boundary and the processing of change layer updates for the NPDP. The original provisional patent application was filed January 18, 2002.
