Due to address-range anomalies, these points are often not within the subject parcel, and worse, can be hundreds of feet away. To avoid this potential error, circular buffers are oversized. As a result, this practice causes under and over reporting.

• Over-reporting: Address point may be within the buffer but its pertinent parcel boundary is not.


• Under-reporting: Address point may be outside the buffer, but the pertinent parcel boundary is within the buffer.
