Traditional determination of hazardous waste disclosure is accomplished by striking an oversized circle around an address point lat / long (US Postal Service Zip Code database) to identify all address points of contaminated parcels within a ½ mile of the subject parcel. This can be inaccurate in two ways: under and over reporting.

  • Over Reporting – Address point may be within the buffer but its pertinent parcel boundary is not.

  • Under Reporting – Address point may be outside the buffer, but the pertinent parcel boundary is within the buffer.
